This is not the first use of balloons for the human rights propaganda in the DPRK. Previously, they were moved by air leaflets criticizing North Korean authorities and the revelations relating directly to Kim Jong Il.

Balloons caused a sharp reaction of the army leadership of the DPRK, which threatened to take retaliatory measures, and even overlap the border corridor between the two States, going through the neutral zone.
