EU has invited Russia and Turkey to participate in the "Eastern partnership" as an observer, reported AFP on 23 February.
"We do not want to repeat the same situation that the expansion of NATO: that is, when Russia was under the impression that it was surrounded on all sides," - said French Foreign Minister Bernard Kouchner following their meeting with colleagues in Brussels. According to the United Nations High Commissioner for the EU Common Foreign and Security Policy Javier Solana, on the initiative of Russian participation in the program made earlier Foreign Minister Sergey Lavrov.
The "Eastern partnership" aimed at developing cooperation between the European Union and six former Soviet republics - Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan. In doing so, the inclusion of Belarus to the last moment it was in doubt.
Participation in the project does not include the possibility of EU membership, but a political and economic rapprochement. In particular, as an additional financial assistance in exchange for the democratic transformation of the six countries by 2013 will be allocated 350 million euros.
 Start project will be given on 7 May at the summit of the member countries in Prague.
