Sarkozy questioned the ability of Russia "even think" about aggression against NATO.

French President Nicolas Sarkozy, speaking in Munich at the International Conference on Security, February 7, stated that the Kremlin's "too many problems within the country" to even think about armed aggression against the West, reported Agence France-Presse.
"Russia today does not submit any military threat to the European Union and NATO" - said Sarkozy, saying that does not share the view that Russia is currently the greatest danger to European countries.
At the same time, NATO Secretary General Jaap de Hoop Scheffer criticized Russia's proposal offers the creation of a new pan-European security system. According to him, the initiative launched by the President of Russia Dmitry Medvedev, it is difficult to take seriously, when Russia is building military bases in Abkhazia and South Ossetia.
"I can not even imagine how any one can talk about the new security architecture, once President Medvedev himself recognizes the territorial integrity of its most important element, but in the meantime Russia is building up its military bases on Georgian territory," - said Схеффер.
NATO Secretary General also expressed his displeasure over the closure of the U.S. military base in Kyrgyzstan. According to him, it seems "very ridiculous" in the context of the declared support of Russia, NATO efforts to combat militants of the Taliban in Afghanistan.
However, EU High Representative for Foreign and Security Policy Javier Solana, on the initiative of Russian President spoke in a tone conciliation. According to him, Medvedev proposal to create a new European security architecture could be a good starting point for further discussion.
According to Solana, Russian initiatives require some clarification, but it is clear that they should be considered "very seriously".
"Exchange of views during the debate itself is a confidence-building measure", - explained the European diplomat said.
