Russia has asked the DPRK to return to negotiations on the nuclear program.

Ministry of Foreign Affairs of Russia has expressed regret at the decision of the DPRK to resume its nuclear program and withdraw from the six-party talks on Korean Peninsula nuclear issue.
The report says the Ministry of Foreign Affairs, Moscow urges North Korea to abide by decisions of the UN Security Council and return to the negotiating table.
The Russian Foreign Ministry also commented on the adoption on 13 April the UN Security Council statement on North Korea. At Smolensk Square noted the importance of what was taken is a statement rather than a resolution.
"In our view, [it] was the best solution in this situation. Ultimately, a compromise was reached with which all members have agreed to UN Security Council" - the report says. The Foreign Ministry stressed that the statement did not refer to sanctions against the DPRK.
Statement condemning the actions the DPRK was adopted at a special UN Security Council meeting. Thus the country - members of the Security Council responded to the DPRK's missile launch with the satellite connection. Some states (notably South Korea, Japan and the United States) have feared that Pyongyang under the guise of launching a satellite intended to test a ballistic missile.
In response to the UN Security Council, North Korea announced the morning of April 14 on the resumption of work at the main nuclear plant to produce weapons-grade plutonium. Pyongyang said that the UN rejects the document and formally out of the six-party talks, because they did not see the point.
In addition to Russia to condemn the decisions made by the DPRK, China and Japan. As the AFP, Beijing called on all parties concerned to remain calm and to unite efforts to protect the negotiation process. Tokyo, for its part, insists that Pyongyang return to six-party talks.
