CIA helped the Pakistani and Indian special to cooperate.

CIA acted as a neutral intermediary, opening a channel for the exchange of confidential information relating to investigations of terrorist acts. They included the interception of the negotiations between the terrorists, the details of the preparation of terrorist acts and physical evidence.

Missing information the CIA to fill out their intelligence sources. All this, as noted by The Washington Post, helped to overcome the mutual suspicions of Indian and Pakistani secret services.

As a result, Pakistan February 12, formally acknowledged that the attacks in Mumbai were prepared in part on its territory. In doing so, the authorities of Pakistan reported that six of the eight people suspected of involvement in terrorist acts, has been arrested.

Recall that on 26 November a group of armed terrorists carried out a series of attacks in Mumbai. The criminals fired several luxury hotels, where most foreigners stay, train station, restaurants and hospitals. The operation to liberate the hostages and destroy the militia was completed only in the morning on 29 November. About 200 people were killed, over 300 injured.
