The talks on migration issues were interrupted in 2003 when George Bush Jr., and up until the time is held every two years. One of the reasons for rejection of the negotiations was the fact that the United States accused Cuba of non-compliance with the terms of the migration, signed in 1995.
Several Republican congressmen have called the initiative to Barack Obama next "assignment dictatorial regime", recalling that Cuba still refuses to give exit visas to citizens who have been allowed to enter the United States, thereby violating the above-mentioned agreement.
It reminds the agency, since coming to power of Barack Obama has already made several important steps toward improving relations between the United States and Cuba. In particular, in April 2009 he signed a decree under which Cuba has been removed part superimposed on it in 1962, sanctions.
