Strasbourg Court has threatened to Russia suspended the membership of the Council of Europe.

The European Court of Human Rights (ECHR) issued a decree, which called on Russia for six months to take legislative measures to address the lengthy delays of execution. In the event of non-decision of the Committee of Ministers of the Council of Europe has the right to apply sanctions to the suspension of Russia's membership in the Council of Europe. That was reported by "Kommersant" with reference to the ECHR, the Russian judge Anatoly Kovlera, speaking on 28 February at a meeting with the Constitutional Court of Russia in St. Petersburg.
According to Kovlera, one of the reasons for the decision was the cause of party Chernobyl Anatoly Burdova, which, in spite of the 1990 decision by the Russian and European courts, is still not paid monetary benefits. In the meantime, the ECHR has suspended for one year the production of all the cases of Russia, concerning default judgments.
In 2008, Russia has become a leader in the number of lawsuits in the ECHR. Russians have been filed by 27 thousand lawsuits, representing 28 percent of the total.
