Finland tighten the rules of possession.

The Government of Finland is planning to tighten the law on issuing licenses for the possession of weapons with a short barrel, reported AFP.
As a result of amendments to buy weapons a person can only have reached 20 years old, not 18 as previously, and the members of shooting clubs. License for possession of arms will be valid for five years, after which the need to get re-issued. Innovations affect only the issuance of new licenses.
However, the point of obtaining a license to own a hunting rifle 15 years old with parental permission will remain unchanged.
A parliamentary vote on the amendments will be held before the summer of 2009.
Over the past year and a half in Finland, there were two cases of mass killings using firearms. In November 2007, the 18-year-old student shot dead eight people in the university town of Jokela (Jokela), and then committed suicide. In September of 2008 in the city Kauhayoki (Kauhajoki) 22-year-old student killed 10 students in the audience, and then also committed suicide.
